Yes he is.
Big guys usually have big hands which is why they have trouble shooting free-throws. Also, Rondo is a perfect example of big hands making someone less of a shooter.
Rondo can't shoot because he has piss poor shooting mechanics.
Yao Ming has giant hands and seems to do just fine from the floor and from the FT line.
